Vietnam: Waste-to-Energy Technology needs a support for its improvement and
test operation

Prime Minister (PM) Nguyen Xuan Phuc, has asked the ministries, agencies and
Ha Nam Provincial People's Committee (PPC) to support and facilitate
Hydraulic-Machine Co., Ltd (HMC) for improving, successful test operating
and putting into commercial production the Waste-to-Energy (WTE) technology
to contribute to environmental pollution decrease and economic development.

On March 18, 2017, at the working visit to WTE plant in Dong Van 2
Industrial Zone, Duy Tien district, Ha Nam province, PM Phuc praised the
spirit "dare to think, dare to do" of HMC in researching, innovating and
applying WTE technology. This is a lesson on combining theoretical study
with practical application needed to be stimulated and replicated, PM
emphasized.

In the short term, PM asks: Ha Nam PPC to consider assigning HMC to make
test treatment of a part of the existing waste volume in the province (with
the current treatment costs) during a month for simultaneous test operating
many modules.

Ministry of Science and Technology to continuously guide HMC to fulfill the
necessary procedures to obtain the certificates of intellectual property
right and proclaiming standards for the WTE technology in accordance with
the current regulations.

Ministry of Natural Resources and Environment to guide HMC to set documents,
procedures ensuring conditions accordingly to the regulations to obtain the
certificate on environmental standards for WTE.

Ministry of Industry and Trade (MOIT) and Electricity of Vietnam (EVN) to
appraise the connection possibility and stability of the WTE plant. In case
of technical feasibility, MOIT and EVN to guide HMC to set the documents and
procedures on PPA, project connection with national power system; as well as
to put the project to the list of the domestic products.

Ministry of Planning and Investment to preside for assessing socio-economic
efficiency of WTE technology and on this basis to propose the policies to
support the companies applying WTE technology for handling solid waste.
