Philippines: Waste-to-energy plant proposed in Bacolod
THE Vista Green Corp. (VC) has proposed to put up a waste-to-energy facility
in Bacolod City to process the waste at Barangay Felisa dumpsite.
Vice Mayor El Cid Familiaran said they received a business proposal from the
company. Familiaran said the firm's representatives will present their
proposal to the City Council on August 9.
Alfred Opiniano, president of VC, in his letter to Mayor Evelio Leonardia
dated April 20, 2017, said they are pleased to submit their proposal to
install, operate, and maintain their small, modular renewable energy
Municipal Solid Waste (MSW) processing project in Bacolod, which is capable
of processing from 50 tons to 1, 000 tons per day of MSW.
Addressing the issue on MSW management and eliminating the need for
additional dumpsites or landfills, VC introduces a pioneering technology
that caters recycling process, and transformation of waste to synthetic
petroleum products, synthetic gas (syngas), and carbon neutral pellets
through undergoing a high temperature thermolysis (HTT) gasification
process, Opiniano said.
The VC proposal include to invest in a Waste Processing Plant (WPP) at no
cost to the local government unit under the terms and conditions of the
memorandum of agreement, which is for a period of at least 15 years upon
commissioning of the WPP, renewable for 10 years.
Investment, operation and management of the WPP are fully carried by VC.
Tonnage available of the local government unit is 500 tons of MSW per day;
VC will process 24 hours a day, seven days a week the delivered existing and
daily collected segregated MSW of the local government unit without any
requirement for tipping or gate fees, and the local government unit shall
warrant that all of its existing and daily segregated MSW will be delivered
for the processing of VC only; and the LGU shall provide a site to house the
WPP with a land area of 5,000 to 10,000 square meters at no cost to VC.
Opiniano said the benefits of the waste-to-energy to the local government
unit are no waste on site, significant savings, environmental compliance,
employment generation, revenue from the tipping or gate fees collected from
its nearby municipalities, even the possibility of expanding clients and
increasing daily collected waste due to the 24/7 processing and elimination
of waste by VC, and annual business tax, and the real property tax paid by
VC.
He said they initially offered a 10-year mandatory period of agreement on
previous version of their proposal, however, due to the increase of
equipment cost, they have decided to change it to 15 years, renewable for 10
years.
