Vietnam: Regulating framework of electricity prices from thermal and
hydrological power plants in 2017

Ministry of Industry and Trade (MOIT) has issued Decision No 5107/QD-BCT on
regulating the framework of electricity prices from thermal and hydrological
power plants in 2017, according to which, the ceiling price level (without
VAT) of coal-fired thermal plant is calculated by parameters of fuel used
for power generation and the ceiling price level (without Royalties, forest
environmental service fees and VAT) of hydrological plant is 1070 dong/kWh.

The fuel used for thermal power plants is coal dust 6a.1 with the quality
and technical requirements stipulated in Vietnamese Standards TCVN
8910:2015. The price of 6a.1 coal dust (including loss, management and
insurance fees, and without freight) is 1,301.665 dong/ton.

The framework of electricity prices attached to this Decision takes effect
from January 01, 2017.

In the course of implementation, if any difficulties or problems arise, it
is required EVN to report to the Electricity Regulatory Agency of Vietnam or
to MOIT to consider and resolve according to the competence.
