Vietnam: Kick off the Projects in Quang Trach Power Center

Implementing the direction of the Prime Minister at the meeting on situation
of deploying power plant projects in Power Development Planning VII
(adjusting project) and solutions to guarantee electricity supply for
southern region, the Electricity of Vietnam (EVN) has been assigned to be
the investor of Quang Trach Power Center including Quang Trach 1 thermal
power plant (TPP) - 2x600 MW (transferring from PVN) and Quang Trach 2 TPP -
2x600 MW (previously studying for development by Russian RAO Corporation).

According to Power Planning VII (adjustment), Quang Trach 1 TPP will be in
operation by 2021 (unit 1) and 2022 (unit 2); and Quang Trach 2 TPP by 2028
(unit 1) and 2029 (unit 2).

Speaking at the meeting, Mr. Duong Quang Thanh confirmed, EVN has prepared
the plans to arrange sufficient investment capitals for the projects. He
also said that, EVN will start the construction of Quang Trach 1 TPP by the
end of 2017 to meet the planed schedule and ask MoIT for permission to speed
up the schedule of Quang Trach 2 for 5 years to guarantee electricity supply
from 2025 onward. It is necessary to pay attention that these TPPs will
developed with the modern technologies, especially environmental protection
equipment, Mr. Thanh emphasized.

Mr. Thanh expressed the hope to receive the support and coordination from
PVN and local administrations in activities as land transfer from PVN to
EVN, migration, clearance, security in areas of project development.

Mr. Hoang Dang Quang, Secretary of Communist Party Committee, Chairman of
People's Council of Quang Binh province expressed desire EVN to hasten
investment procedure progress and committed that Quang Binh provincial
leadership will create all the most favorable conditions for EVN to develop
Quang Trach Power Center.

Previously, EVN chairman and mission team came to inspect construction site
and coal import harbor area of Quang Trach Power Center.
