Indonesia govt allows key industries to import natural gas
The nation industries' hungry for natural gas and more expensive domestic
price have prompted the Indonesian government to allow key industries to
import the gas.
Indonesia is one of natural gas (LNG) producer, however, significant portion
of gas are exported to overseas buyers under long-term contract.
The Indonesian government has in recent years encouraged domestic industries
to use more gas, however, lack of infrastructure and relatively expensive
gas price have resulted in low usage of domestic gas by local industries.
In addition, domestic demand for natural gas is projected to increase in the
coming years, with some observers projected Indonesia to begin importing LNG
from abroad from 2019. Pertamina, as a case in point, has earlier signed a
deal with Cheniere of US to import LNG.
The Joko Widodo government has tried to push down domestic gas price.
Recently, it issued ruling to lower gas price to below US$6 per MMBTU to
three industries, namely fertilizer, petrochemical and steel.
"To push gas price to below USD6 per MMBTU, then room is given to industries
to import gas directly at certainly lower price," Cabinet Secretary Pramono
Anung said at a press conference after a cabinet meeting at the Presidential
Office (Jan. 24).
The cabinet meeting was led by President Joko Widodo and attended by key
economic ministers, namely Coordinating Minister for the Economy Darmin
Nasution, Coordinating Minister for Maritime Affairs Luhut Panjaitan,
Finance Minister Sri Mulyani Indrawati, Energy and Mineral Resources
Minister Ignasius Jonan, Industry Minister Airlangga Hartarto and other
ministers.
Meanwhile, Minister Darmin said that the government is still studying the
gas import mechanism, whether it will be done directly by the industry or
done by industrial zones.
"The President has decided to allow importing gas. Who will import? It will
be formulated by the energy (ESDM) and industry ministries within two
weeks," Minister Luhut Panjaitan said.
Minister Jonan said the government is still trying to ensure gas price is
lower than at present that industries can produce a more competitive
products.

Asia flirts with floating solar and wind platforms
When Singapore unveiled the latest experiment in renewable energy, it was a
row of solar panels floating in a major reservoir. The world's largest
floating solar panel testbed located at Tengeh Reservoir will produce 1
megawatt (MW) of energy, enough to power 250 four-room basic flats for a
year.
The Singapore floating testbed is the largest globally in terms of how much
power it can produce and the number of systems being tested, and, in a way,
represents Asia's unsinkable tenacity to try out promising renewable energy
innovations.
"Floating photovoltaic systems, those installed over our water bodies, not
only help to overcome land constraints, but also have the potential to
reduce evaporative losses from our reservoirs," says Masagos Zulkifli,
Singapore's Environment and Water Resources Minister.
Installing solar panels over water can improve their efficiency due to the
beneficial cooling effect and subsequent increase in energy yield as opposed
to solar panels that become too hot. Should the pilot prove to be
economically viable and environmentally sustainable, authorities have
signalled their intent to explore a wider deployment of such floating solar
photovoltaic systems.
The floating photovoltaic testbed also serves as an entry point to bring in
a wealth of new renewable energy firms to Singapore. Eight companies are
currently involved in the testbed, including large corporations from Japan
and Italy.
"We want them to establish their business hubs in Singapore after which they
will then export the know-how from Singapore - from doing the innovation
right in Singapore," says Goh Chee Kiong, Economic Development Board
Executive Director for Cleantech.
Across Southeast Asia, there are also efforts to improve new floating
platforms for wind.
Dr. Carlos Wong, chairman at CBJ Ocean Platform Engineering Corp., for
example, is making the case for the introduction of a new floating platform
that carries multiple wind turbines that will benefit the isolated islands
of Southeast Asian countries.
"The floating platform costs much less than the current offshore wind farm
due to its simple floating design without piling and the ability to
self-orient towards the wind without the need of electric motor to drive the
platform," says Wong. "The platform is recommended to be in small sizes so
that its installation and maintenance can be handed by local staff."

Indonesia: PLN Fast-Tracks 100 Percent Electrification Ratio
State-owned electricity company PT Perusahaan Listrik Negara (PLN) said 100
percent electrification ratio will be achieved by 2024. The projection is
faster compared to the previous plan in 2016-2025 Electricity Supply
Business Plan (RUPTL).
"One-hundred percent electrification ratio in the new RUPTL will be achieved
faster. The previous target was 2027, we will push for its achievement by
2024," the PLN director for planning Nicke Widyawati said Tuesday night in a
hearing with the House's Commission VII.
Nicke said that to speed up electrification ratio in isolated and remote
areas, particularly outside Java, the PLN will deploy mobile power plants,
hybrid renewable energy plants both on-grid and off-grid using local primary
energy sources.
Moreover, the company will provide marine power plants as reserve margin in
eastern Indonesia.
According to Nicke, the PLN will prioritize the improvement of household
electrification rate, adding that industry and business sector as well as
special economic zones (SEZ) will still be part of the electrification plan.
In 2016-2025 Electricity Supply Business Plan (RUPTL), the PLN also adjusted
electricity consumption rate of Java and Bali from 8.6 to 8.3 percent for
the next 10 years.
As for regions outside Java and Bali, consumption rate is projected to
increase by 0.1 to 0.2 percent.
The 35,000 MW electricity program has been retained in the RUPTL. However,
the realization will be adjusted to the needs of the respective systems.

As many as 698 households in eight hamlets in Van Lang commune of Dong Hy
district, northern Thai Nguyen province, have got access to the national
grid after a project was completed on January 24.
With an investment of 10.68 billion VND (almost 470,000 USD), the project
installed nearly 25 km of electric lines and 4 transformer stations.
The project was officially launched in August 2016, with the aim of
facilitating poverty alleviation programmes and improving the living
conditions of local people.
By the end of August 2016, 76 hamlets in five districts of Thai Nguyen
province have yet to be connected to the national grid.
Besides Van Lang commune, the Thai Nguyen Electricity Company is carrying
out a project to bring power to 1,226 households in eight other communes of
Dong Hy district.
The project is estimated to cost 18.7 billion VND (822,000 USD) and is
expected to be completed before July 2017.

JX Nippon Oil & Energy Corp said its venture with Malaysian state oil firm
Petronas has started commercial operations at the ninth liquefaction train
at the Petronas LNG complex in Bintulu, Sarawak.
The train, with a production capacity of 3.6 million tonnes of LNG per year,
started on Jan 1.
JX Nippon Oil, a unit of Japan's biggest oil refiner JX Holdings, last June
bought a 10 per cent equity stake in a Petronas subsidiary that was
developing the ninth train in Malaysia's Sarawak state.
With the launch of the ninth train, the Petronas LNG complex now has the
capacity to produce about 30 million tonnes per year, JX said in a
statement.

The Attorney General's Office (AGO) has announced that it is investigating
alleged corruption in transportation service payments and fictitious fuel
handling implicating PT Pertamina Patra Niaga and PT Ratu Energy Indonesia
from 2010 to 2014.
AGO spokesman Agung M. Rum was quoted by Antara news agency as saying on
Monday that the practice incurred potential state losses of up to Rp 50
billion (US$3.74 million)
"[The figure] is a preliminary calculation of the alleged corruption case,"
Agung said, adding that investigators were currently questioning 28
witnesses.
The office, however, has yet to name any suspects in the case.
